TOMY TOY TOWN TRAIN SET 1976: MORE HUFF N' PUFF?

This Tomy train set from Japan dated 1976 recalls the earlier set by Century 21 Toys, Huff N' Puff. Is it the same?

Huff n' Puff does not appear to be a trademarked or registered name as other toys seem to have used it going back to the 1950's.

I wonder which was the very first Huff n' Puff train set of the ones I've covered on the blog over the years?
