The pink figure on the right, above the yellow skull is wearing a brimless hat. Without that odd piece of apparel, he is fairly recognisable as Doraemon, the robot cat from the 70's Anime comedy series.
The yellow figure on the same card under the green hat is either another Doraemon or Q-Taro. The yellow figure on the left of the other card, above the stylized alligator mask is also Doraemon. There are like hundreds of small Doraemon small figures out there. He is a merchandising juggernaut. The manga was first serialized in December 1969, with its 1,345 individual chapters compiled into 45 volumes. Animation wise, numerous movies/specials and 43 animated series.
The kaiju at the top of the cards could be some of the small rubber monsters from Ultraman. They made quite a few of those in the 80s. The yokai are nice but their source eludes me. They don't match up with any of the figures I know from Ge Ge Ge No Kitaro or Akuma-kun.
The rest just appears to be generic figures, teddy bears etc.
No licensed characters seem to leap out at me.Some of them seem to be based on Yokai,ghosts,spirits,and creatures of Japanese folklore

Wow! You're Manga Man Lance! I never saw any as a British kid apart from Marine Boy by Seven Arts. I'm a Manga novice!
