When I saw this Galaxia 2001 cover it rang bells. I've seen that skin diver before.
In fact , I've got it iny Eerie comics collection, the very same frogman on the superb cover of Eerie #3!

You can get prints and copies of Frazetta's original cover art. Here's one online from 1975.
Frank Frazetta did the cover of Eerie 3 back in 1966 (sig in lower right). The internet says that Galaxia 2001 used his art, although I have no way of knowing if that's true. Maybe he re-did it? Like many artists, he would do studies and re-works of his paintings.
