Every once in a while Marvel uses S.W.O.R.D. off in their comic books. Usually it involves the X-Men and the Brood (their version of the Xenomorphs, only hyper intelligent, capable of speech and flight, and they look the same after absorbing their host only acquiring their mutant abilities). S.W.O.R.D. is Sentient World Observation Response Department.
So does it exist in the Marvel Cinematic Universe?
Yes it does. Pictures taken of a unfinished "prototype" of Nick Fury's pager provides the proof. The auction says "Captain Marvel Pager Prototype Used in Movie Prop Infinity War 2018" but given the roughness of the casting, the unfinished state of it (so much flash and serious lack of detailing, paint and clean up of the lines, I suspect it is actually a test pull from the mold used.
