This is interesting.
Its a prototype Dinky SPC.
Its yellow and appears to be plastic.
You can see it from every angle on this cool French website called Captain Scarlet.
Anyone seen anything like it before?

Many years ago there was a toy museum in Chester. They had the prototypes to some of the Matchbox TB toys. They were plastic I think.

DeleteThere's mention of a 'colour sample' rather than a ptototype for some of these plastic versions. So to answer your last question, I'm not sure Arto. Hopefully someone knows.
