AUSTRALIAN TARHEEL TOYS?

I've been reading about a rare 007 collectable called SPY BATH from 1977. Its basically a James Bond bubble bath in the shape of a Lotus Esprit. It came in a neat colour box and one sold on Ebay a while back for hundreds. The most interesting thing is that it was made by Tarheel of Australia! Does anyone know who they were?
