That is indeed a knock off figure that you'd find in the 99 cent stores or flea markets. You'll find them painted/marketed as ninjas, wrestlers, heroes, warriors but all the same body mold. Usually it consists of the body as a front half, rear half, a head, arms. This one appears to have the normal head swivel and shoulder "articulation" but also elbows.
I'm presuming the plastic feels rather brittle and the toy is very light. Normally this type of knock off has an "action feature" of a light in the middle of the chest which helps identify it as a knock off.
A knowledgeable guess would be one of those great knock-off's where they combine a Power Ranger and Disney's Aladdin!- MJ
