I have never seen this toy before, the Space Running Creature. It looks like a fishing rod reel!
The auction description mentioned Devoto Toys so I assume they were the manufacturer.

It looks like a version of a toy I made as a kid, from a cotton reel, rubber band and match sticks, which when the rubber band was twisted (at the centre of the reel), made the thing roll along.
