Can Anyone Identify this Masked Hero/Villain?

Hi Woodsy, this bust has been in the barbershop for a while now and customers and staff often ask who it is and I've gotta say I've no idea, many years ago I had a pair of encyclopedias of heroes and villains from the comic book world but I'm still stumped! 

Any readers have an angle on this?

    It looks a little like a Phantom bust I sculpted up for a merchandising company a couple of decades ago, but the shoulders are more muscular. The brow detail is distinctive but I've tried both Google Lens and Google Image match, all to no avail. Saw a LOT of Hulks, but!

    Reminds me a bit of the original Blue Beetle but that design on the hood doesn't match. I get a Dell/Gold key type of vibe from it but I am coming up empty on results.
