I've no idea what this is. It's got Kleeware or Renewal vibes with all that coloured plastic.
But there's a metal base.

That is great looking piece. It reminds me of a similar ship I saw for sale on Yahoo Japan a time back.
I wonder if it isjapanese Bob?
There are metal tabs holding something in place inside the hull at the front, and a bulge (for a flywheel ?), so it looks to be friction-powered.
