My first thought was it was from Tetsuo Body Hammer, but it wasn't technomorphic enough! Intriguing, Google Lens only has one hit, possibly where you found this image. It's listed as a Kung Fu lobby card, but the Web link is mothercaresschools.org and is a dead link, so the mystery endures.
The title Translates as Demon Faced Demon Boy Complete. Which isn't of much help!
Google searching that phrase with "Asian film" brings up a page of creepy imagery, but still no hits.
