This is odd. I thought it was a toy but it looks like it's real! Proper motion detectors.
What threw me is the similarity to an actual toy I've seen on MC years ago, one of the many Star Attack variations.

Have you any Star Attack toys or Motion detectors readers?
They are actual toys, part of a wave of modern spy equipment that did the rounds in the nineties, as higher spec electronics became cheaper. The big Trendmasters ID4 Alien Commander had a motion detector in the head, so that when anyone walked past, it cracked open with a warble and showed the alien pilot. Then of course you had the awful Billy Bass gimmicks with the singing fish on a placard. Bill
