That body is based on a bootleg of Tamiya's Apollo 1/Jupiter 2 space tractor. The footplate between the wheels is an addition as the original Tamiya kit had tracks not wheels. There was also an extensive clear plastic roof that covered a turbine like structure, with an illuminated colour wheel inside. I saw one of these bootleg toys in blue and pink during the 70's, but having had the original and best, I didn't buy one!
It looks like a mobile set of kitchen scales.
