I think the suited fellow is Adam Adamant Arto. He hasn't got a big Mandrake hat. Yes, Tivvy! Yay! I may have had a Tivvy money box, which has just come back to me!
The bloke with the bobble hat on sitting next to the Doctor is Orlando, played by actor Sam Kydd... I remember the artwork in the comic was beautiful, by Frank Langford I think.
Ah, Sam Kydd. Yes, Bill. What a memorable actor. I remember him clearly in Hound of the Baskervilles as the driver of Sir Henry Baskerville's coach. He was in so many great films in the Sixties.
The Daleks appeared in TV Comic in their cover strip, Dr Who and The Daleks, which began in January, 1967, a week after the TV21 Dalek strip concluded. TV Comic prior to getting the rights to the Daleks had their own Dalek-like creatures called the Trods which appeared in their early Dr Who strip. Ahh, well that would explain it... I didn't start reading TV Comic until sometime in 1968, when I was eight.
Although I do have the 1962/3? TV Comic annual given to me by my late cousin Geoffrey. It had the very first Fireball XL5 story, together with a story called the Range Rider which was illustrated by an artist called Mike Noble and two colour episodes of Spsce Patrol.

I loved reading TV Comic, I still have a couple of the Annuals, and several of the comics too.
I'm amazed none of you have mentioned the Daleks in the lower left of the cover. Surely the most famous of all of that group.
