That's a Thunderbirds robot! Its a new one on me but I imagine you may know about it readers. I'm hoping so!
It looks like the ones that acted as vault security in an episode. It is also a but reminiscent of Brains' robot too.
One of the plutonium store robot security guards in the episode ' 30 minutes after noon'.
As Kevin says, the same puppet was very slightly altered be Braman in a few episodes too .
