Can anyone help Kevin identify the type of motorcycle used by the Chimney Sweep seen here?

Not sure, the front forks seem to have a double down tube which should be distinctive but most definitely not my area of expertise.
Incredibly, since I've been searching for a year or so, I have just found it! It is a Coral Toys Police Motorcycle. I suspect the sidecar may be scratchbuilt. Now all I've got do is find one!
