While I don't know this figure, first impressions is of a Muppet design. However that would be a wrong guess. Using the powers of zoom/enhance aka squinting, along the base it says Trader something. Adding more squint, it says Trader Jones.
Trader Jones is a character from the late 80s BBC series Charlie Chalk.
