Not sure what toy range this is from. It's Lili Ledy for certain but is it Mini Capitan Boy?
Its followed in the old 1970 film by the Lili Ledy version of the normal sized Billy Blastoff, Capitan Boy.

Its a japanese Jet Gyro toy, along with the MPC Fireball XL5, then running on to Billy Blastoff toys
