Yes, its Zee Toys Metalman. The Total Recall remake is excellent, but is entirely based on Earth, well worth watching!
Die-cast action figures are unusual and form a distinct metal arm for the figure collector. There can't be that many. I wonder where Zee Toys got the idea from for Metalman Bill?
