Its a copy of another cheap space toy, which has a little pilot under a dome on the top. This one is literally a saucer with an attached parachute that you fling up into the air!
Its the same idea as a paratrooper toy.The parachute(in yellow) is folded and the string,with the toy attatched, is wound around it.You throw the whole bundle in the air and the chute deploys itself, given you have thrown it high enough.
