Not sure what they are called but seem to be some sort of insulator. They were a fixture of the old horror movies that we all love. You can't have a "mad" scientist laboratory without them!

So if it was some sort of electrocannon, it'd make sense to have a lot of insulators separating the discharge tip from the rest of the chassis.
