The toys I remember from my youth (I'm Dutch) either had text in a number of languages on their packaging, or just English or French, depending on where they were from. Anything by Meccano (incl Dinky Toys) came in a number of languages f ex; Matchbox didn't. All Mattel toys we had initially came in original US packaging, though HotWheels changed to multilingual after awhile. The only toy I can actively recall being in a Dutch-langauge box was my ThingMaker Creepy Crawlers set.
This Space Safari set being in Dutch only is easily explained by the HEMA brand it carries. HEMA is Holland's equivalent to Woolworth's and at the time didn't have branches outside the country. They must have bought in the toys to be repackaged.
