That guy is from Star Trek: The Next Generation, from a race who were at war with a race of dog-headed aliens. The Enterprise took aboard a diplomatic party from each race to bring them to a neutral planet for treaty negotiations, but they kept fighting while on board. If memory serves, they also showed up in crowd scenes from later episodes.
