That's a badge for a full member of The Rocket Comic Club. The comic ran for a few issues in 1956 and had Robbie the Robot from the movie Forbidden Planet at it's Fleet Street Launch. The comic was a poor copy of Eagle mostly reprinting US space comic strips.
