That is Guilala.I've also seen it spelled Girara.I believe the American title for the movie is called"Monster from Planet X.

Ah, the Monster Guilala! Released in English as "The X From Outer Space." The great 1967 kaiju eiga which also featured the AAB Gamma, aka the Astro Boat, one of the coolest space craft ever designed! SFZ
