Past Mayors have killed the return of trams/streetcars/light rail though there is talk of a new light rail line between Brooklyn and Queens. It would be cheaper to build that a subway line. Most public transport is either subway or bus within the city.
It's as safe as any large city. Stay alert and be aware of what's happening around you. Crime in NYC is relatively light considering the number of people jammed together.
