This torso is by Greek company Lyra. I'm unsure what this toy man is called. He's clearly a type of military Action Man style doll.

DeleteBut on a more serious note,Woodsy,I think that face looks alot like Mego's Joe Namath doll from the 70's,only topped with the flocked hair that you would see on a GI Joe Adventure team doll.
