If I'm not mistaken this vehicle was featured in the closing moments of an Avengers episode. Steed and Mrs Peel drive one into a lake.

You might want to look at the Nash/Austin Metropolitan . a car that looked amphibious but wasn't !
Schuco's toy certainly looked like it was an influence..
